Yes, as Sarah has pointed out.

And I'll note that earlier (as late as the late 1970s, when I was 
still listening to a lot of "commercial" radio), some stations 
allowed individual DJs to decide what to play. This is extremely rare 
today -- e.g., around here we have KPFA and its "music programmers." 
Even college stations have playlists, so while many college DJs have 
more freedom than their commercial counterparts to play what they 
want, it is not total.
