No, it would mean that Moe could give permission to Aurora to show the video
but Sound Exchange would still collect the money anyway by law.  If Moe
isn't registered with Sound Exchange I don't think he gets the money but I
haven't read the fine print in the legislation how the dispersement works.
If you register your works with soundexchange than you would get digital
play back royalties that are separate from traditional mechanical
performance rights.

Radio got a big discount in the early days to play music without having to
pay the full price for a performance. It was under the guise of "new
technology" which is the same response that web radio people are using.  I
think at the time the discount was to be temporary.
