[NewMusic] Enhanced CD ?

 For mac there is i-life, and linux has kino. Pc has windows movie maker.
Pretty much any video editing software can do it, the $0-pc solution is
http://www.virtualdub.org. Though if you really want to make a cd-rom then
you should use flash, or turn a max patch into an executable that you can
play from disk?

My personal suggestion: if you don't already have some good software to edit
stuff with is:

These guys are awesome, the whole OS was developed by squatters in
Amsterdam, and it comes pre-bundled with everything that you need to make
stuff, try the puredyne module, it comes with pd pre-installed.

I mostly figured it out through trial and error. That said
http://www.videohelp.com/  has a lot of confusing documentation about media
formats; though more geared towards ripping, it could also be used to create
your own stuff. And of course there is alway wikipedia and searching "the
Google"
